What WhatsApp Business API really costs in the UAE & KSA
Since July 2025, WhatsApp bills per message, not per conversation. Here's what each message type actually costs in AED and SAR in 2026, where BSP markup sneaks in, and how to keep your bill low — in plain English.

How WhatsApp API pricing changed in 2026
On 1 July 2025, Meta retired the old per-conversation (per-24-hour-window) model and moved to per-message pricing. You're now charged each time a template message is delivered — so the lever that controls your bill is how many template messages you send, and in which category.
The good news: service messages are free. Any reply you send within 24 hours of the customer's last message costs nothing — so conversational, customer-initiated support is effectively free; you only pay to start or re-open a conversation with a template.
The three message categories
Promotions, offers, re-engagement, newsletters. The most expensive category — use it deliberately.
Transactional follow-ups tied to an action: order confirmations, appointment reminders, receipts, shipping updates. Much cheaper than marketing.
One-time passcodes and verification. Priced like utility.
Plus a free fourth type — Service: your replies within the 24-hour window after a customer messages you. No charge.
The hidden cost: BSP markup
You can't get a usable WhatsApp Business API directly from Meta — you go through a Business Solution Provider (BSP). This is where bills quietly inflate: some BSPs add 2–5%+ markup on Meta's per-message rates, plus monthly platform fees and per-seat charges. On high volume, that markup alone can dwarf the software cost.
How Remarketly bills: zero markup on Meta's rates, native AED/SAR billing (no FX surcharge), and a free tier for one number — paid tiers from AED 99/mo. You pay Meta's price for messages, and a flat, transparent fee for the platform.
A worked example
A Dubai clinic sends, per month: 1,000 appointment reminders (utility) + 200 promotions (marketing). All customer replies happen inside 24 hours (free).
- 1,000 utility × ~AED 0.05 = ~AED 50
- 200 marketing × ~AED 0.17 = ~AED 34
- Customer-service replies = AED 0
≈ AED 84/month in Meta message fees — before any BSP markup. A zero-markup BSP keeps it at ~AED 84; a 5%-markup BSP pushes it higher and adds platform fees on top. At scale, the markup is the number to watch.
How to reduce your WhatsApp costs
- Prefer utility over marketing where the message qualifies — utility is a fraction of the price.
- Stay inside the 24-hour service window — replies there are free, so resolve threads in one go.
- Consolidate templates — fewer, better-targeted sends beat blasting everyone.
- Pick a zero-markup BSP — the single biggest lever on a high-volume bill.
- Bill in local currency (AED/SAR) to drop the 2–5% FX surcharge.
WhatsApp API pricing — FAQ
Is the WhatsApp Business API free?
Meta charges per message in three paid categories — marketing, utility and authentication. Customer-service replies sent within 24 hours of the customer's last message are free. Some platforms (Remarketly included) add a free tier on top of Meta's charges, but Meta's per-message fee always applies to template sends.
How much does the WhatsApp Business API cost in the UAE?
Indicative 2026 per-message rates in AED: marketing ~0.16–0.18, utility ~0.039–0.057, authentication ~0.04–0.06. Service replies within the 24-hour window are free. Always confirm the live figures on Meta's official rate card.

Is WhatsApp billed per conversation or per message?
Per message. Meta moved from the old per-24-hour-conversation model to per-message pricing on 1 July 2025 — you're charged for each template message delivered.
Can I be billed in AED or SAR?
Yes. Local-currency billing in AED (UAE) and SAR (Saudi Arabia) rolled out progressively through 2026, which removes the 2–5% FX conversion surcharge that USD billing used to add.
Do I pay for customer replies?
No. Service messages — your replies inside the 24-hour window after a customer messages you — are free. You only pay to start or re-open a conversation with a template (marketing/utility/authentication).
What is a BSP and why does it affect the price?
You can't access the WhatsApp Business API directly from Meta with a usable interface — you go through a Business Solution Provider (BSP). BSPs vary: some add 2–5%+ markup and platform fees on top of Meta's rates, others pass Meta's charges through at zero markup. Remarketly bills at zero markup on Meta's rates.
